It's 1 million registered forum accounts. Many of these are from Champions Online (their registry systems are shared) and beta accounts (they didn't delete them after the game went live). The game has indeed created a lot of interest, but what your headline suggests just isn't true, since creating a forum account on the STO forums isn't tied to buying anything.
